Education and work experience:

Higher education (University degree or higher) in the relevant speciality and not less than 5 years of work experience in the specialist positions as per speciality including 3 years of work experience in managerial positions.

Main functions:

  • Enquire and be submitted with necessary documentation relating to activity within the competence of this job position.
  • Report to the Department management about all revealed shortcomings within his/her competence.
  • Put forward a proposal regarding improvement of the activities implemented within this job position.
  • Support all the contracting and procurement activities related to the User Departments as well as support other activities as instructed by Supply Chain Improvement Initiatives Manager.
  • Maintain efficient and professional relationships with various external and internal stakeholders involved in procurement process of KPO, such as the authority, representatives of user departments and other relevant KPO departments, tenderers, contractors and others. Interact with Supply Chain Directorate subdivisions, with controllers, managers, section heads, for the most efficient utilization of SCD resource to be able efficiently execute the tasks assigned.
  • Detailed study, review and revision (if required) of all types of documentation and correspondence prepared by Contracts and Procurement Experts for further endorsement or approval by department management. Provide the required reporting in accordance with established standards and requirements of KPO. Control of all information saved by Contracts and Procurement Experts in departmental business systems and files and ensuring accuracy and correctness of this information.
  • Immediately consider revealed issues within the assigned job responsibilities and report them to Supply Chain Improvement Initiatives Manager. Deliver various solutions (options) within the framework of the assigned job responsibilities with due consideration of obstacles in their implementation.
  • Participate in contracts planning and contract strategies development in cooperation with user departments with due consideration and ensuring that integrity of this process is duly maintained.
  • Support Supply Chain Improvement Initiatives Manager in preparing required documentation to JPC/JOC level.
  • Timely check procurement status report and take immediate actions in case of revealed violations or unjustified delays.
  • Develop and implement in KPO activity proper contract management principles involving Contracts and Procurement Experts and users and within the frameworks of his/her competence and authority.
  • Provide user departments with competent and full clarifications on contract terms and conditions. Control and ensuring full compliance of contract award recommendations with all existing regulatory and procedural norms of the department.
  • Review and analyse qualifications proposed by suppliers/vendors to KPO’s standard terms and conditions. Liaise with relevant KPO functions to ensure that such qualifications do not contradict KPO’s requirements.
  • Conduct negotiations with contractors at post-award stage and with tenderers at pre-award stage.
  • Ensure the most efficient distribution of workload between subordinates, setting targets and monitoring results, contribute to development of staff.
  • Perform other instructions of management / line management within its competence.

Necessary knowledge and skills:

  • legal and regulative acts of RoK and international documents in contracts and procurement;
  • market methods of operations;
  • development prospects of the company;
  • methods and procedure of perspective and day-to-day planning of contracts and procurement activity;
  • basics on labour law of RoK.
  • contract types and contract terms and conditions;
  • most advance methods in working with personnel, professionally manage interpersonal relationships to ensure adequate working environment in accordance with basic provisions stipulated by company’s code of conduct.
