Education and work experience:

Higher education (University degree or higher) in Civil or Construction areas and not less than 4 years of work experience as per speciality.

Main functions:

  • Ensure the compliance of Social Projects facilities under construction with the requirements of the RoK legislation related to architecture, town-planning and construction activities, as well as Company requirements at all stages of construction (within his/her competence);
  • Timely obtaining of permits, approvals, statements of compliance with the requirements of the RoK legislation related to architecture, town-planning and construction activities at all stages of construction (within her/his competence);
  • Monitor the performance of construction works by contractors as per the approved design-estimate documentation and social project plans;
  • Arrange the obtaining of necessary notifications, permits, statements and approvals in accordance with the requirements of the RoK legislation related to architecture, town-planning and construction activities, including and Company procedures;
  • Verify the design documentation for compliance with the requirements of the RoK legislation related to architecture, town-planning and construction activities, and take measures to eliminate the identified violations (if necessary);
  • Examine the reasons causing failure to meet construction deadlines and deteriorating the quality, take measures to prevent these failures;
  • Inspect the facilities under construction and verify as built technical documentation for compliance with the requirements of the RoK legislation related to architecture, town-planning and construction activities (at all stages of construction), and suggest ways to eliminate the identified violations;
  • Accompany representatives of regulatory bodies and other stakeholders during their visits to Company Social Projects at all stages of construction (as assigned by the Line Manager);
  • Coordinate the performance of construction and installation works, acceptance of completed works and projects from Contractors;
  • Monitor the implementation of corrective actions identified during the inspection of facilities (at all stages of construction);
  • Inform Social Projects Manager about the potential problems and risks at social project facilities, and suggest measures to prevent them;
  • Control the proper execution of construction and installation works, ensure the compliance of the scope, time and quality of works, as well as the quality of materials used, products and structures with the approved design and estimate documentation, drawings, rules and regulations, standards, technical specifications, Health, Safety and Environmental Protection standards;
  • Coordinate decision-making process on project modification issues due to the introduction of more advanced technological processes, special planning and structural decisions that reduce costs and improve the technical and economic performance of facilities, works or services.

Necessary knowledge and skills:

  • RoK legislation related to architecture, town-planning and construction activities;
  • Advanced domestic and foreign experience of construction and installation works, new construction materials, products and structures;
  • Procedures for formalizing design-estimate and other technical documentation;
  • Basics of production technology and methods used in execution of construction and installation works;
  • Procedure for acceptance of facilities, construction of which is completed, methods of quality control;
  • Company technical development prospect;
  • Decrees, resolutions and orders of regulatory authorities, guidelines, methodical and regulatory documents on design, construction and manufacturing of facilities;
  • Technical specifications of the manufactured products and the technology of their production;
  • Construction rules and regulations;
  • Standards, technical specifications and other management directives for the development and execution of engineering designs, as well as other necessary documents;
  • Standardization fundamentals;
  • Construction economics;
  • Automation of design works (CAD);
  • Standards and rules of occupational safety and health law;
  • Organization, planning, and economics of design and design research;
  • Occupational safety, operational sanitary and fire safety rules and standards;
  • Fluent technical English language skills;
  • Preparation of documents and obtaining of permits, approvals and statements of compliance with the requirements related to architecture, town-planning and construction activities;
  • Design techniques; wide experience in construction according to the requirements of national and international standards.
