HSE ENGINEER

Education and work experience:

Higher education (University degree or higher) in HSE area and not less than 2 years of work experience as HSE Engineer.

Main functions:

• Control implementation of actions that ensure observance of requirements of statutory and other regulatory legal acts, and also KPO HSE policies and procedures;
• Ensure safe performance of works;
• Monitor compliance with applicable laws, rules and regulations in field of protection of Labour Safety, Safety, Industrial Safety, Industrial Hygiene, Fire Safety and Environmental protection at construction site, provision of special clothing, safety boots, personal protection equipment for employees and control their application, monitoring condition of safety and protective tools;
• Organize and conduct safety meetings with KPO personnel and with Contractors;
• Control provision of first aid kits on construction site;
• Control Contractors compiling of HSE and Fire Safety documentation;
• Control and check Contractor’s Log of Instructions;
• Participate in investigations of incidents on construction site with commission, according of analysis to work out actions to prevent in future;
• Control compliance of machinery, mechanisms and equipment condition with RoK Safety norms and KPO corporate policy on HSE protection;
• Control risk assessments of environment impact by Contractors on Construction site related to treatment and other environmental actions;
• Investigate root causes and consequences of emissions of hazardous substances in to environment; prepare actions to prevent emissions; inspect conditions and check complains of buildings, structures, equipment, machines and mechanisms with requirements of standards and legal acts related to occupational safety, sanitary and protection equipment;
• Control elimination of deficiencies found by regulatory and inspection bodies; take actions to improve labour conditions;
• Inform personnel on new HSE legislative and legal standards; to ensure HSE documents are archived; to ensure appropriate reports prepared and submitted to dates given in HSE legal standard acts.

Necessary knowledge and skills:

• mastery English is an advantage on this role;
• legislative and other HSE standard legal acts of RoK;
• HSE technical materials;
• operational and organisational structures of company;
• main technological processes and operational modes;
• processing equipment and operational principles;
• methods of on site labour conditions researches, establish activities related to occupational safety, safety standards system, rules and appliances to control compliance of technical condition of equipment with requirements for safe performance of works;
• accident and other injuries investigation methodology;
• best local and foreign HSE practice;
• methods and forms propagation and information of HSE issues;
• methods of organization of operations, labour and management; basis of labour legislation of RoK;
• operate with standard regulations and legislative acts on HSE and to use the knowledge;
• able to conduct audits of Contractor companies, work with internal and external audits.
