Education and work experience:

Higher education (University degree or higher) in fire safety area and not less than 4 years of work experience as per speciality.

Main functions:

  • Direct monitoring of the constant readiness of the forces and means of emergency rescue services of specialized contractors) in order to ensure that they fulfill the responsibilities on emergency response and qualification requirements imposed by regulatory acts for these services;
  • Coordination of emergency response services and formations at the site of emergency rescue operations and firefighting at the company's facilities and adjacent territories;
  • Collection and analysis of data on the effectiveness of the applied firefighting methods and emergency rescue operations, development of proposals for their addition and improvement, as well as advising KPO departments and units on the planning of emergency rescue activities during the work;
  • Coordinate the work of emergency rescue services of contracting organizations to eliminate the consequences of emergency situations at potentially hazardous facilities;
  • Monitor the issue of operational plans and fire-fighting cards, participate in the issue of emergency response plans as an expert of fire-fighting and emergency rescue (gas rescue) operations;
  • Daily monitor the work shifts of all fire and emergency rescue stations and gas rescue service departments of specialized contracting organizations that provide security to the company's facilities, including checking of personnel presence at the service locations;
  • Monitor and check the quality of the professional training of personnel of emergency rescue services and formations, including voluntary gas rescue teams, through theoretical training and practical drill, in compliance with the rules for the safe use of emergency rescue equipment and tools;
  • Prepare the drafts for technical requirements, plans, orders, instructions, regulatory and methodological documents for maintenance of fire-technical and emergency rescue equipment and tools;
  • Monitor the serviceable condition of the lifting equipment that are on the balance sheet of the emergency response department;
  • Control the availability, safety and reliability of fire-fighting trucks and special vehicles, fire-fighting, emergency rescue and other equipment as well as their readiness for performing emergency rescue and other urgent operations, including proper record-keeping in the equipment registration logbooks and CMMS, raising of necessary requests for maintenance, repair, replacement or procurement;
  • Periodically check and monitor the management of regulatory documents of emergency rescue services and formations within the serviced equipment and facilities, compile summary reports on the results of their work and key performance indicators;
  • Define needs and take actions on purchasing emergency equipment and materials needed for to fulfil the duties assigned to the fire and rescue (gas rescue) services. Based on needs identification, give budget proposals;
  • Develop technical specifications, scope of work and requests for concluding contracts with suppliers of emergency response services, works and goods, fire-fighting and emergency rescue (gas rescue) operations;
  • Advise KPO departments and units on evacuation issues, muster points, gas and fire safety;
  • Participate in gas and fire safety inspections at the facilities as part of the inspection commission;
  • Control over the personnel certification and recertification, testing of equipment of emergency response services for performing of gas rescue and fire-fighting operations;
  • Fulfil the duties of the on-scene Commander upon arrival at the scene of the accident outside the facilities within the field territory (RTI, steppe fire, etc.), at the scene of the accident in the boiler house offsite area, Pilot camp;
  • Collect, process, analyse data and predict the development of emergency scenarios.

Necessary knowledge and skills:

  • Law of the Republic of Kazakhstan On Civil Protection;
  • Technical and fire safety regulations applicable to the field facilities;
  • Provisions, rules, and instructions on safe operation of equipment, including lifting mechanisms;
  • Emergency response plans for the KPO facilities;
  • Process flow schemes of the serviced facility;
  • Methods of partial isolating pieces of the process equipment;
  • Methods of rendering first aid;
  • Tactics of fire-fighting, gas hazardous and rescue search operations, as well as oil spill response, including safety rules for these operations;
  • Physical and psychological fitness required for emergency rescue personnel involved in emergency and recovery work;
  • Procedures of interaction with all services involved with emergency response;
  • Purpose, characteristics and methods of safe operation of all emergency rescue tools and equipment;
  • Purpose, characteristics, requirements for operation and maintenance of basic and specialized fire-fighting equipment;
  • PC skills;
  • Work with documents such as laws, rules, instructions, etc and use them for development of documents for internal use;
  • Skills in the use of emergency rescue equipment and tools during the emergency rescue operations;
  • Work in stressful situations with limited time;
  • Interpersonal communication;
  • Problem solving skills.
