Education and work experience:

Higher education (University degree or higher) in Electrical area or in the relevant speciality and not less than 4 years of work experience as per speciality or secondary professional education and not less than 5 years of work experience in production activity control.

Main functions:

  • Supervise EPC Contractor in delivering the pre-commissioning and commissioning requirements as per the contract SoW for the Electrical discipline.
  • Ensuring competent Commissioning & Start up input is provided timely in the development and review of the Engineering documents such as 3D model reviews, HAZOP, P&IDs, PFDs, Single Line Diagrams, etc.
  • Supervise the EPC Contractor staff ensuring safe execution of the Commissioning & Start Up activities.
  • Supervise the preparation of all commissioning activities related to the Electrical discipline in cooperation with Contractor and vendors. This includes preparation of pre-commissioning procedures, commissioning procedures and detailed commissioning schedules.
  • Supervise & Coordinate the EPC Contractor’s Electrical engineers and technicians, vendors, specialists and inspectors to ensure they effectively perform their duties in as per schedule and procedures.
  • Assure electrical system equipment are well preserved and maintained during Commissioning phase and final hand over to Operation team.
  • Verify documentation produced by contractors (e.g. technical reports, specifications, procedures, methods statement, drawings, ITRs) ensuring implementation of established procedures and good engineering practice.
  • Develop programs and calendar schedules of commissioning work and testing, submit for management agreement.
  • Coordinate work of personnel and ensure reasonable consumption of reserves and materials required for start-up and operation of facilities and ensure continuous process during commissioning.
  • Contribute to the development of Project to Asset handover process being the main link between EPC Contractor and Operations department Electrical discipline counterpart using the Completions Management System.
  • Quality control over work performance, make necessary revision in methods of commissioning in order to reach parameters and characteristics required for equipment and system operation, carry out adjustment.
  • Ensuring that any outstanding actions for system hand over to commissioning are duly recorded and are effectively cleared as per procedures and regulations in place.
  • Participate in walk downs jointly with EPC Contractor and Operations and follow up on closing out the punch items raised during the walk downs.
  • Develop measures directed to optimize commissioning and testing, increase reliability and feasibility, improve commissioning work quality on a basis of introduction of up-to-date equipment and technology, and ensure its implementation.
  • Maintain engineering documentation during installation, commissioning and testing of facilities, participate in accepting equipment for operation, completion of handover documentation, investigation of emergency, bad work, damaged equipment and developing preventive measurements.
  • Cooperate in implementing national and foreign technology and advanced experience in commissioning work.

Necessary knowledge and skills:

  • Mastery English is an advantage on this role;

  • Technical characteristics, design philosophy, purpose and operating mode of equipment, operation manuals;
  • Methods of installation, adjustment and setting of equipment;
  • Instruments of measurement and devices used for checks, setting and testing of operating equipment;
  • Procedure and methods of planning of installation, setting and testing;
  • Management of installation, setting and repair works, testing and maintenance of equipment;
  • Advanced national and foreign experience in commissioning sector;
  • Procedure of budgeting, purchase orders for equipment, materials, spare parts, instruments;
  • Procedure of development and completion of engineering documentation;
  • Labour Management, Production and Administration Fundamentals;
  • Labour Legislation Fundamentals;
  • Labour protection standards and rules;
  • Demonstrated ability to motivate and manage contractor’s activities from a position of influence and to deliver quality results efficiently under tight budget and schedule constraints to meet project objectives;
  • Confident in management of interface with contractor and Vendor personnel;
  • Good written and verbal communication skills to monitor and supervise Contractor’s engineering activities and interface with Company’s engineering teams and other KPO groups;
