Education and work experience:

Higher education (University degree or higher) in the relevant specialty and not less than 2 years of work experience as Emergency Communications Centre Operator.

Main functions:

  • 24-hour collection and registration of information about incidents or emergency situations, activation of fire and gas alarms and other information about incidents;
  • Timely notification of KPO incident management teams, emergency rescue services, KPO facilities personnel and contractors in the event of incidents and emergencies in the field, as well as community members, who may be within the estimated emergency impact zone;
  • Fulfilling of ECC dispatcher duties as defied in emergency response plans, field emergency evacuation plan and KPO emergency response procedures;
  • Immediately notify and provide comprehensive and accurate information of an incident, major accident or emergency to all employees in the emergency impact zone and emergency responsible personnel, regardless the scale of an emergency, by appropriate communications means (Telephone, Tetra Radio, Mobile, Trunk and Beeline texting system);
  • Maintain constant contact with Level 1 ICTs and communicate updates to Aksai and Field Duty Managers and upper management team when emergency situation is developing and recovery actions are in progress by Emergency Rescue Services and respective parties;
  • Interface with KPO Operations departments and contractor companies for activities and work sites in the field and outside field to timely inform the work sites that can be in the emergency impact zone;
  • Maintain constant monitoring of the parameters displayed at the central alarm station and village alarm stations. Inform the environmental monitoring team upon receiving of the emergency alarm at the central station about MPC exceedance at environmental monitoring stations. If necessary, apply Instruction “Guideline on the use of the Environmental Monitoring and Communications system at the Karachaganak Oil Gas Condensate Field territory and adjacement commities”. Upon instruction of the field Duty Manager, inform village Akims and authorised representatives and village residents, how are located within the estimated emergency impact zone;
  • Сontinuously monitor parameters of the village alarm stations remote control, management and uninterruptible power supply automation system; inform the community preparedness specialist about received fault alarms for taking actions;
  • Track down weather conditions. Ensure KPO personnel and respective services are all advised of Weather Alert, Flag status in a timely manner;
  • Follow up on long term and short-term hydrocarbons flaring events for well and pipeline sites; inform nearby facilities of flaring events (start time and end time) as per Simultaneous Operations Procedure;
  • Collect sufficient information and prepare the Field Activity Daily Bulletin; maintain the log of incidents, emergencies, gas and fire alarm activations, as well as recording of ER services and formations trips;
  • Maintain and update the rotation schedule of the level-2 incident management team;
  • Maintain and update all the documents related to and covering Emergency Communications Centre activities in a proper manner, including the field maps used in the ECC and timely upload operational emergency response documents in KPO Intranet;
  • Send notification letters approved by Unit Managers to the emergency situations department of Burlin region and other regions about real/false activations of fire and gas alarms at KPO facilities;
  • Ensure that communications equipment installed in ECC (Telephone, Tetra Radio, Mobile, Trunk) is operational;
  • Conduct scheduled and random check of communication channels operability (Telephone, Tetra Radio, Mobile and Trunk) with KPO facilities and sites/areas as well as in the villages adjacent to the field;
  • Ensure contact records are updated in a timely manner for Industrial Safety and Fire Safety Regulatory Authorities for West Kazakhstan Oblast and Atyrau Oblast including KPO Level 1 and Level 2 Emergency Notification Flowchart;
  • Handling Loner GPS system for Field personnel. Ensure emergency communications are carried out and essential support is provided in event of alarm received from personnel. Make sure alarms are Logged, analysed/handled and reported to departments’ and facilities managers including Duty Managers, OPS HSE Manager and Emergency Response Manager.

Necessary knowledge and skills:

  • Actions in the event of terrorist threat;
  • Designation of the main process facilities and associated emergency scenarios;
  • Effective verbal and written communication in Kazakh, Russian and English languages;
  • Main applications of the Microsoft Office;
  • Operating radio-telecommunication equipment;
  • Operating the GIS platform applications.
