Education and work experience:

Higher education (University degree or higher) in in oil and gas and not less than 2 years of work experience as Technical Scope Optimization Advisor.

Main functions:

  • Act as technical scope focal point within Maintenance Department in the revision of the Field Department technical scopes based on technical needs and operations contractual strategies;
  • Review and coordination of technical lessons learned from Field Department activities including contractor’s scopes and performance to improve Field maintenance activities effectiveness and cost efficiency.
  • Support Field Department technical teams for establishing technical requirements in Scope of Work (SOW), Pre-qualification assessments (PQ) Technical Evaluation Plans (TEP), cost estimation evaluation, qualification questionnaires review, etc;
  • Develop and deliver robust technical KPI that may or not (dependent on contract type) be an input to incentive and penalty scheme proposals for Field Department based on lessons learned and industry best practices;
  • Conduct comprehensive review of Field Department technical scopes, identifying similarities, synergies, and opportunities for consolidating them based on inputs from Operations Support teams and Contracts and Procurement Department;
  • Gather technical feedback and lessons learned from the Field Department, Operations Support and Contract and Procurement Department based upon experience with previous contracts. Coordinate the inclusion/implementation of improvements approved by Field Department Management;
  • Implement changes to Field Department Scope of Work, working in conjunction with Field Department Technical users by means of: identifying terms and conditions and development of technical documentation;
  • Engage with stakeholders, including Field Department technical users, Contract and Procurement Department, Local Content Development Department and Operations Support team, to gather feedback on proposed changes and update strategies/scopes accordingly;
  • Deliver coordinated, final technical scope based on changes agreed with stakeholders. Support the coordination of the technical teams development of all required documentation by providing strategy alignment advice. Ensure revised technical scopes meet the organization objectives;
  • Review cost-benefit analysis for each new technical scope and collaborate with Contract Designated Representatives and Contract Designated Site Representatives to increase efficiency. Review the estimate of cost impact of changes based on technical scopes. Prepare initial forecast and revise cost estimation methodology and templates, liaising with Operations Support Controllership. Contribute to risk assessments for high value/high critical scopes;
  • Liaise with Contracts and Cost Efficiency Expert’s to assist (by collating input from Technical Users) in developing, and implementing performance KPI’s for major technical scopes;
  • Perform other instructions of management / line management within its competence.

Necessary knowledge and skills:

  • Mastery English is an advantage on this role.
  • Familiarity with oil and gas upstream production and maintenance operations and outsourcing strategies;
  • Knowledge of Operations and Maintenance contract terms and conditions;
  • Strong knowledge of tendering processes and documentation requirements;
  • Knowledge of labour and material requirements in oil and gas industry;
  • Strong knowledge of applicable RoK regulations;
  • Experience with working on incentive schemes (manpower, EPC, Performance-based, O&M);
  • Proficient in MS Office, including Excel;
  • Expertise in drafting, and managing Services and Material contracts in the area of Production & Maintenance;
  • Excellent analytical skills with ability to make use of data and their analysis (e.g. KPI);
  • Exceptional communication and negotiation skills;
  • Detail-oriented with a strong focus on quality and accuracy;
  • Ability to work cross-functionally and coordinate with various departments;
  • Highly detail-oriented with strong organizational and project management skills.
