Education and work experience:

Higher education (University degree or higher) in HSE or Fire Safety, Emergency areas and not less than 2 years of work experience as Emergency Response Planning Specialist.

Main functions:

  • Development and revision of the company's Emergency Response procedures, interaction plans with contractors.
  • Organization of training of the management and operational personnel of Incident Control Team on emergency management issues, implementation of relevant plans and administrative and technical measures.
  • Perform inspections and analysis on compliance of production facilities with emergency response, fire and gas safety requirements with the involvement of specialists from specialized contracting organizations.
  • Develop and revise in a timely manner the company's emergency response procedures and instructions and emergency response interaction plans between KPO and contractors.
  • Participate in planning and checking the effectiveness of emergency rescue and other urgent work at the company's facilities.
  • Collect and analyse information on changes in the technological process to be specified in the Emergency Response Plans ERP).
  • Prepare annual plans for exercises, emergency response drills of KOGCF facilities with making proposals aimed at improving the quality of training.
  • Conduct initial and periodic emergency response system inductions for Incident Control Team (ICT) and Incident Management Team (IMT) personnel, provide technical and advisory support to ICT and FIMT in case of emergencies and teams mobilization.
  • Plan and conduct emergency response drills at production facilities of KPO and Contractors according to annual plans, participate in the planning and conduct of integrated drills, command top exercises and facility emergency response drills.
  • Carry out systematic checks of readiness of Incident Coordination Centres (ICC), evacuation transport of facilities and Field Incident Management Centre (IMC).
  • Participate in HSE audits at facilities of KPO and contractors as emergency response and fire safety expert.
  • Develop and conduct training presentations and practical exercises for the personnel of KOGCF facilities regarding actions in case of emergencies, evacuation measures, personal protection against the affecting factor of accidental emission.
  • Monitor the quality of inspections carried out by the fire prevention team of Non-State Fire-Fighting Unit providing services at the company's facilities, as well as to participate in internal inspections for compliance with fire safety requirements.
  • Monitor the staffing of voluntary gas rescue team at KOGCF facilities on a quarterly basis and provide relevant lists for management approval.
  • Form and maintain up-to-date database of conducted and forthcoming drills and emergency response exercises.
  • Prepare monthly and annual report on emergency response activities.
  • Provide support and participate in the development and implementation of new projects, company strategies aimed at improving the ER system and protecting personnel from hazardous factors.
  • Receive and process emergency response requests from regulatory authorities and prepare draft responses.

Necessary knowledge and skills:

  • Mastery English is an advantage on this role.
