Education and work experience:

Higher education (University degree or higher) in HSE area and not less than 4 years of work experience in the position of Technical Safety Engineer.

Main functions:

  • Provide a technical engineering service to the project development process on the Karachaganak.
  • Investigate technical safety issues during engineering execution process.
  • Technical support to changes and additions to the existing process system.
  • Provide technical safety engineering services: FEED (Front End Engineering Design) and detailed engineering.
  • Development of projects scope of work, specifications, bid evaluation and ensure they comply with KPO codes and standards, co-ordinate with other disciplines to comply with project requirements.
  • Interface with design contractor to review, validate and accept technical safety engineering work and deliverables.
  • Liaise and attend meetings with other disciplines, departments, project personnel, third parties, vendors of design institutes as necessary.
  • Facilitate risk assessments utilizing appropriate software, tools and KPO procedures (HAZID, HAZOP, QRA, FERA, EERA, Dispersion modelling, SIL, SCE Identification and Performance Standards development, What If, FMEA, Check List Analysis and etc.).
  • Ensure the timely closure of recommendations accepted during projects risk assessments.
  • Promote understanding and application of risk management and management of change.
  • Complete assigned work on time to meet Department schedules and report progress of all assigned work to Lead Technical Safety Engineer.
  • Coordinate technical engineers’ duties and contribute to their professional development.

Necessary knowledge and skills:

  • Upper-intermediate (B2) English level is an advantage on this role. 
  • RoK and international codes, regulations and standards;
  • Good knowledge of onshore oil and gas upstream facilities design and operation;
  • Process safety engineering principles for chemical process facilities;
  • Engineering practice for project concept selection, FEED study, detailed design, and follow-on engineering and close-out;
  • Deep knowledge of quantitative and qualitative risk assessment (HAZID, HAZOP, QRA, FERA, EERA, Dispersion modelling, SIL, SCE Identification and Performance Standards development, What If, FMEA, Check List Analysis and etc.);
  • Emergency shutdown, fire and gas, relief and blowdown and similar technical safety topics.
  • Technical report writing;
  • Time management;
  • Computer literacy.
  • Good interaction capabilities in dealing with multi-national workforce both within and external to company;
  • Risk assessment facilitation;
  • Managing HSE in Projects.
