Education and work experience:

Higher education (University degree or higher) in economic, finance areas and not less than 4 years of work experience in the position of Contracts and Procurement Specialist.

Main functions:

  • Effective and efficient accountability for compliance with KPO policies and procedures and directive received from the Contracts and Procurement Manager/ Contracts and Procurement Section Head and information received from user departments regarding all aspects relevant to the contracts and procurement planning, auditing, and all supervision, co-ordination and administration activities associated with Procurement of Goods and Services for Projects.
  • Effective processing of all requisitions, commercial evaluations and required negotiations, definitions of all contractual terms and conditions, implementation of effective work practice.
  • Support Contracts and Procurement and user departments teams, to ensure the development and implementation of C&P strategies to optimise value creation, control and safety management in support of the plans of KPO departments. Conduct negotiations with tenderers at pre-award stage and contractors at post-award stage in accordance with KPO procedures.
  • Maintain efficient and professional relationships with various external and internal stakeholders involved in procurement process of KPO, such as representatives of User Departments and other relevant departments within KPO, tenderers, contractors, suppliers and others.
  • Timely update the information and content saved in departmental business systems to ensure their integrity and accuracy.
  • Submit the required reports in accordance with KPO established standards and project requirements.
  • Utilize advanced techniques and practices in negotiations and in conducting negotiations act solely in accordance with KPO targets and for KPO interests.
  • Conduct financial analysis of tender proposals with due consideration of basic principles of prices build-up.
  • Provide user departments teams with competent and full clarifications on Contract Terms and Conditions.
  • Coordinate discrepancies / differences in Contracts terms and Conditions and prepare relevant documentation for their rectification.
  • Maintain close liaison with user departments Teams and Act as focal point of user departments to draft contracts and procurement documentation.
  • Thoroughly check and understand the scope of work received from user departments to ensure compliance and integrity with terms and conditions and prevailing schedules.
  • Professional fulfilment of job duties related to tender process including review of tender proposals paying attention to compliance with commercial/ invitation to tender packages requirements.

Necessary knowledge and skills:

  • upper intermediate (B2) English level is an advantage on this role;
  • legal and regulative acts of RoK and international documents in contracts and procurement;
  • basic principles of taxing, exchange control, customs regulations and applicable international trade acts for international supplies;
  • market methods of operations;
  • development prospects of venture;
  • methods and procedure of perspective and day-to-day planning of contracts and procurement activity;
  • basic on RoK labour law;
  • problem solving skills;
  • intermediate to advance Major Contracts Specialist contracting skills;
  • experience in large (>$200MM) project contracts and procurement activities.
