Education and work experience:

Higher education (University degree or higher) in economic, finance areas and not less than 10 years of work experience in the position of Contracts and Procurement Specialist.

Main functions:

  • Effective and efficient accountability for compliance with KPO policies and procedures and directive received from Contracts and Procurement Manager and continuous review of on-going initiatives and new opportunities in order to increase cost and efficiency gains across KPO.
  • Effective collaboration with all related stakeholders aimed for localisation of goods.
  • Work in collaboration with the Contracts and Procurement functions and user departments, to ensure the development and implementation of improvement strategies to optimise value creation, control and safety management in support of the plans of user KPO departments.
  • Interface within Contracts and Procurement Department to develop necessary improvement streams, including, but not limited to: review of all the existing and future contracts and scopes for the purpose of finding the best solutions in cost optimization and process administration.
  • Develop overall improvement strategy when required and participate in stakeholder strategy workshops. Provide input regarding market impacts on strategy and gain alignment with KPO departments teams regarding timing of contracting activities.
  • Drive the improvement changes across KPO as far as procurement process is concerned. This will include, but not limited to liaising with all necessary stakeholders responsible for different functions, such as planning, contracting and reporting in KPO, also contracting and local content development in PSA and other stakeholders.
  • Continuously seek for opportunities aimed for overall contracts improvement processes and drive them through all necessary approval gates across /outside KPO.
  • Development of new initiatives for improvement of local content in the KPO sourcing activities and development of local Suppliers and local market in close cooperation with the Local Content Development Department.
  • Interaction with contracts and procurement departments and other KPO departments for necessary changes and updates of model contracts.

Necessary knowledge and skills:

  • upper-intermediate (B2) English level is an advantage on this role;
  • legal and regulative acts of RoK and international documents in contracts and procurement;
  • production and joint operating agreements (PSA/JOA);
  • applicable tax, legal and insurance requirements for projects;
  • market methods of operations;
  • development prospects of venture;
  • methods and procedure of perspective and day-to-day planning of contracts and procurement activity;
  • basics on RoK labour law;
  • application of Value Assurance Framework (create, assess, select, execute, operate);
  • problem solving skills;
  • intermediate to expert contracting skills;
  • experience in large (>$200MM) Project contracts and procurement activities.
