Education and work experience:
Higher education (University degree or higher) in the in HSE, fire safety and not less than 10 years of work experience as HSE Engineer or Specialist, Fire Safety in oil and gas sphere.
Main functions:
- Provision of practical and technical support by assisting Regulating Safety Compliance Manager to ensure safety policy and strategy are implemented, RoK regulatory requirements are followed in all KPO departments and agreed objectives are achieved.
- Assessment of the efficiency of HSE plans, activities, procedures, fire safety and other safety management elements at production departments and KPO facilities based on analysis of submitted recommendations on development or updating of applied methods for further enhancement of labour and safety system.
- Interface with executive authorities, state regulatory bodies and other organizations (ATAMEKEN RoK National Chamber of Entrepreneurs, KAZENERGY Association and others) in the matter of labour and safety within its competence.
- Interface with KPO directorates/controllerships and departments and consult, inform of industrial and fire safety status at production facilities, thereby ensuring compliance with the requirements of the RoK labour and safety legislation.
- Provide expert review of recently issued and revised RoK Labour and Safety regulatory acts. To analyse impact of amendments introduced to the document on KPO activity. To prepare recommendations based on the assessment to implement amendments in the KPO.
- Provide the required expert support to operations departments during technical expertise of operations equipment in accordance with the RoK Legislation in the area of HSE.
- Interface with the public organizations and associations on labour and safety issues. To participate in activity of nongovernmental organizations related to improvement of RoK labour and safety legislation.
- Interface with the regulatory authorities on occupational, industrial and fire safety issues.
- Participate in the inspections carried out by the state regulatory authorities. To make assessment and analysis of findings revealed during the inspection.
- Participate in KPO internal labour and safety inspections and audits. To review inspection results and provide report on improvement of labour and safety management system.
- Participate in investigation of incidents on the instruction of Labour and Safety Compliance Manager.
- Participate in safety knowledge assessment of KPO personnel as a chairman of the standing examination commission.
- Participate and represent the KPO at workshops, conferences on HSE system improvement.
- Perform other instructions of management / line management within its competence.
Necessary knowledge and skills:
- RoK Legislation and other regulatory acts, guidance documents regulating labour and safety and fire safety issues;
- company’s production and organizational structure and prospects for future development;
- company’s technological processes and production modes;
- procedure for technical expertise of equipment;
- tools and methods of control over Company’s equipment technical condition compliance;
- advanced domestic and foreign experience in labour and safety.
- ability to work with MS Office applications and other essential office software;
- communications and presentation skills: good skills to interface with the RoK state authorities, public organizations representatives, and contractors’ management;
- problem solving: ability to foresee complications related to the requirements of the RoK state authorities and deliver the required.
