Education and work experience:

Higher education (University degree or higher) in HSE area and not less than 2 years of work experience as HSE Engineer (in drilling area).

Main functions:

  • Drive the right safety behaviours on the WEOPs units. Assume roles of safety coach, safety supervisor, coaching tool pusher (CTP) as required. Assist and advise rig crew in performing proper operations planning and job execution, support crew safety awareness improvement. Control that all department and contractor employees strictly adhere to HSE legislative and other normative legal acts.
  • Assist KPO and contractor personnel on rig sites and at rig-less facilities in safe execution of works performed in compliance with WEOPs work programmes; provide support in their efforts in HSE matters Participate in the process of development, review and implementation of KPO procedures.
  • Ensure all contractual, regulatory and legislative requirements to HSE are adhered to and to develop relevant reporting. 
  • Plan his routine work in consideration of the type and complexity of well operations conducted on WEOPS facilities, as well as the actual situation and need for help in HSE matters at each particular site. Coordinate his daily plan with HSE Superintendent.
  • Participate in the improvement of the PTW system; check the compliance of applied control measures with safety. Advise staff on the accuracy and completeness of risk assessments on CLARA and RAMS forms within their competence. 
  • Provide KPO and contractor personnel with clarifications on provisions in KPO internal acts and policies, RoK Safety Rules, industrial sanitation; and to require from all employees abidance thereby. Conduct work with the personnel at operating areas to reveal and identify hazards and measures to avoid or mitigate the risks during the work.
  • Implement and manage HSE performance tracking mechanism (spider plot / dashboard) at the site, by coordinating checks, collating feedback, updating results and presenting the results and suggestion for discussion at the various regular meetings. Verify the maintained at work places documentation, its completeness and its compliance with KPO and RoK Safety Rules. Provide for the preparation of established reporting, maintenance and storage of HSE documentation.
  • Organize inspections and monitoring on safe performance of operations, and if necessary, involve specialists from the other departments to support. Participate in the HSE audits / inspections at the Contractors premises. Track the development, progress and closure of corrective actions. Conduct the analysis of inspections to identify trends, prepare or assist in the preparation of reports.
  • Participate in inspections conducted by KPO and RoK regulatory authorities. Following the instructions from HSE Superintendent, participate in rig start-up commission. 
  • Obtain the endorsement of documentation on SimOps. Seek after compliance and associativity of KPO and contractor organizations’ procedures, make proposals for their improvement, and demand implementation of approved procedures. Provide KPO and contractor personnel clarifications on inspection procedures. Participate in organizing inspections and provides timely elimination of deficiencies identified.
  • Assist as required in hazard identification and deployment of mitigating measures especially for high risk / safety critical operations. Assist in preparing and planning for safe operations by facilitating advance review of procedures, risk assessments and permits, as per the relevant safety management systems and where applicable, in line with KPO and global best practices. Attend job execution and perform post job safety review with crew and highlight good practices and improvement areas.
  • Assist as required with planning and executing preventive and planned maintenance activities on sites. Support KPO and contractor with incident investigation, drills, inspections, audits and other checks including stock levels of critical spares and Personal Protective Equipment (PPE). Assist in direct application of preventive and planned maintenance programs for Rig equipment related to Safety. 
  • Assit in HSE issues during development and construction of rig sites according to the design project.
  • Participate in the process of development, revision and implementation of procedures / instructions for the implementation of HSE inspections before drilling of wells. Provide monitoring of legislative and regulatory acts of the Republic of Kazakhstan on issues of safety and labour protection, industrial and fire safety. Provide recommendations on the application of existing legislative, regulatory and technical acts of the Republic of Kazakhstan, international standards ratified by the Republic of Kazakhstan.
  • Participate in the process of developing and revising of procedures on ensuring readiness of drilling rigs for start-up and commissioning. If necessary, provide safety induction to new KPO personnel and to visitors of WEOPs Department sites and facilities.
  • Organize incident and accident investigations, to take part in commissions work, to issue and submit investigation reports in a timely manner.
  • Issue materials and take part in safety meetings held by HSE section of WEOPs department, and if necessary, in pre-spud meetings at Rig before drilling of new wells held by other KPO departments and contractors. 
  • Participate as an observer during drills conducted at the drilling rigs, if necessary, provide advice and methodological assistance, make recommendations for improvement. Participate in blow-out prevention inspections of workover, drilling on WEOPs activities. Format prevention activities-related documents as per RoK requirements. Control the timeliness and correctness of such documents maintained on sites and facilities.

Necessary knowledge and skills:

  • Intermediate (B1) English level is an advantage on this role;
  • ecological legislation;
  • legislative, normative and methodical materials on HSE;
  • operational and organizational structure of the company and prospects of its development;
  • primary technological operations, performed during drilling, work over and well service activities and of processes accompanying them;
  • advanced national and foreign experience in environmental protection and efficient use of natural resources;

  • labour protection rules and standards;
  • methods to survey working conditions at work places;
  • organization of work on labour protection;
  • system of labour safety standards;
  • requirements to employees as per work category, of limitations for employment of labour of women and of those entitled to sheltered employment;
  • principles and peculiarities of operation of primary equipment used at facilities;
  • rules and methods to control equipment compliance with technical requirements for safe performance of operations.
  • operating skills of work with documentation, skills in Word, Excel, etc. 
  • “Drilling well control program surface BOP stack" IWCF (Level 2), RIG EQUIPMENT INSPECTION (accredited by IADC or equivalent) certification as required for the performance of job description
  • knowledge of substantive safety documentation.
