Education and work experience:
Higher education (University degree or higher) in HSE sphere and not less than 2 years of work experience as Environmental Data Management Specialist
Main functions:
- Ensure technical support to Operations Departments on the issues of environmental monitoring and environmental protective measures.
- Ensure delivery of production ecological control programme, monitor implementation of environmental protective measures plan and analyse environmental monitoring data.
- Ensure compiling of the permit application package specifically prepare production ecological control programme, environmental protective measures plan and relevant completion reports.
- Prepare quarterly/annual reports on implementation of environmental protective measures plan, ecological control programme to further submit to regulatory authorities and parent companies.
- Develop and maintain database of in-house monitoring data including geographic information database.
- Ensure further Geographic Information System development by timely maintenance and upgrade by adding new modules to achieve tasks and objectives.
- Prepare Terms of Reference, obtain approvals from the State Regulatory Agencies, provide scope of work for a tender, perform technical assessment of the bids, and oversee contractor’s performance in delivering ecological control programme.
- Ensure analysis of the results of air, water and soil quality monitoring providing trend analysis and reasons for anomalies.
- Publish in local mass media monthly monitoring data related to air quality in adjacent settlements.
- Participate in Investigation of all instances of maximum permissible concentration (MPC) exceedance in the air of settlements and arrange off-schedule monitoring with respect to people’s complaints or in the event of incompliance with MPC, Maximum
- Permissible Emissions, Maximum Permissible Discharge limits.
- Ensure quality control of laboratory tests data provided by contracting laboratory
- Participate in development and implementation of Environmental Monitoring Programme, Environmental Protective Measures Plan and in preparation of respective quarterly/annual reports.
- Participate in in-house auditing of KPO and contractors facilities
- Assist in preparation of documentation package for permit application.
- Escort regulators to KPO facilities being instructed by management.
- Participate in developing environmental procedures jointly with KPO HSE Specialists.
- Perform other tasks of the line manager within the limits of responsibility of the position.
Necessary knowledge and skills:
- RoK acts, regulations, methodology guidelines pertaining to environmental protection and rational management of natural resource;
- company operational and organisational structure and development prospects;
- engineering processes and operation regimes of the company;
- environmental expert review procedure for conceptual/front-end-engineering documents, environmental monitoring methods;
- means and ways of checking whether company equipment status meets environmental/rational nature use requirements, current environmental standards and norms;
- in-country and best international practice in the area of environmental protection and rational use of natural resources;
- accounting and reporting procedures for environmental protection purposes;
- computer literacy skills: knowledge in Microsoft Office programs and other main software;
- communication/presentation skills: strong ability effectively communicate with RoK regulators, company senior management and parent company representatives;
- problem solving: requires ability to adequately predict obstacles to in the regulatory relationships and implement appropriate and cost-effective solutions to manage on-schedule delivery of specific projects.
