Education and work experience:
Higher education (University degree or higher) in HSE area and not less than 10 years of work experience in the position of HSE Engineer.
Main functions:
- Assessing the efficiency of plans, measures, HSE procedures, and other elements of management of operational safety within Project Execution Directorate (PED); on basis of this analysis providing development or correction recommendations of the methods utilised to improve the safety of operations.
- Organising the development and introduction of the system of measures required to improve the work of PED with regard to operational safety and environmental protection.
- Providing support to PED activities with regard to HSE by using and implementation the experience of international companies – best practice in operational safety and environmental protection. Function as HSE Champion for the PED Safety Leadership and Culture Journey/Programme. With direction from the PED HSE Manager, implement industry best practices in construction safety and safety leadership and culture at the frontline and senior leadership in PED.
- Participate in the formulation of prospective and current plans for HSE and facilitate their implementation. Take part in the programming of the reduction of volumes and management of wastes. Make recommendations for application of the international HSE standards, Company standards and analyse their compliance with the current state, international (regional) as well as the branch standards and KPO requirements.
- Participate in development of actions to prevent pollution of the environment, adhere to environmental norms which provide favourable working conditions, carry out operations in a safe manner, and also to prevent possibility of accidents and casualties.
- Participate in risk assessments with regard to proposed technical and engineering solutions, their impact on the environment and safety of operations. Participate in incident investigations, make reports on results of the investigations and suggest corrective actions / preventive measures.
- Suggest measures to improve HSE activities and operational safety on the basis of studies and best practice experience of domestic and foreign companies.
- Provide support for the creating of a data base, and the recording of Key Performance Indicators for environmental conditions and operational safety. Assist in production of reports.
- Participate in the completion of improvement notices from state supervision agencies and other actions to improve working conditions within the department.
- Participate in the improvement of the Permit to Work System. Check for conformity of the control measures with safety conditions. Advise the personnel regarding the correctness and completeness of risk assessment as per CLARA and RAMS Forms.
- Organise the development and implement control measures for the compliance of documentation regulating interaction of PED and Contractors.
- Submit information and data regarding operational safety and environmental protection for updating the PED Intranet site.
- Participate in the assessment of Contractor HSE systems and their sites, to make recommendations for their suitability in PED operations. Organise and participate in auditing of contractors working for PED.
- Participate in assessing the system of operational safety and environmental protection of the companies invited to tender. Participate in workshops and conferences for risk assessments and the improvement of operational safety and environmental protection systems.
- Advise the HSE Superintendent of improvements to the HSE service and performance of the HSE personnel.
- Personally participate in scheduling and leading on-the-job training programmes of the personnel; supervise the training process and leading workshops; executing by in-field coaching. Instruct and train Kazakhstani personnel. Provide the ‘feedback’ on the course training.
- On the basis analysis of the department activities, indentify the weak points in performance and make recommendations for improvement.
- Organise work to develop the required HSE procedures and guidelines.
Necessary knowledge and skills:
- Upper-intermediate (B2) English level is an advantage on this role;

- Organisation methods of operations, labour and management, basic labour legislation in the RoK;
- Strong analytical approach to solving complex technical problems within different operational disciplines;
- PC literacy, ability to work with software, spreadsheet applications and text formats in Windows environment;
- Ability to efficiently communicate with various operational units and with a variety of nationalities and cultures.
